Unfortunately government is often forced to legislate humanity amongst our citizens. This occurs any time money is involved because when forced to make inadequate budgets stretch to meet all the needs too often those charged with stretching willingly or unwillingly do harm. I would prefer funding education to include free breakfast, lunch, recreation, arts, for all but that is not currently the situation. Not only do we shame the poor by displaying for all that some cannot afford the school meals, those who have not participated in expensive athletic summer camps will never get the opportunity to play sports because these same students can't demonstrate the winning skills necessary to make the team. Discrimination is rampant in our public schools because we have ignored it and allowed it. So, yes maybe we need to legislate humanity.
