I'm not totally opposed to this bill as a former Single Mother who received no assistance of any kind, including child support. I worked full-time and sometimes had two jobs to support my daughter and myself many years ago. This appears to be similar to a "needs based" program and as such, shouldn't we have rules in place that the funds actually benefit the child? It should be used for the food, clothing, shelter of the child and paying for child care. I realize how expensive child care is and it's an important issue for parents. The parents who are working would be the ones I would support getting this assistance. If the parent is trying to improve their situation by schooling, etc, then I would support them being eligible as well.
