It is hard to enforce laws regarding personal biases. Most cases of profiling by police on the news resulted from the victim doing something illegal from robbing banks to pointing guns at the police, or running when accosted. It also happens that the victim was black and lived in a poor neighborhood. This sort of statistic only reinforces bias, but that is hard to regulate. At the same time the police should exercise more restraint because too many shoot first and ask questions later. We don't pay them to be judge, jury, and executioner. We need to reform police protocol, such demilitarization and the need to file for warrants before making arrests.
