I worked in the AODA field. These people need to be in a long term, supportive rehab. program. This is a Public and Mental Health problem, not a criminal justice problem. Unless there is an adjunct treatment program, prison is useful only because it (mostly) keeps them away from their drug sources and unhealthy contacts. It is more beneficial to require a program that helps them manage the inevitable relapses and long term chronic disease. In my experience a recovered addict becomes a phenomenally active force of nature to the benefit of society. We need them badly in this sorry world!
