Water is vital to life on this planet. It's not something we can replace if something should go wrong. That being said, the costs of preventing a problem are much lower than the costs of repairing a problem. Think regulations and monitoring of those regulations versus cleaning up a superfund site. Many regulations are common sense and are easily followed. All regulations are in response to an infraction. For instance, laws regulating seat belts came after too many people dying in car accidents. Water is our most precious of resources. We need to protect water as if our very lives depended on it. It does!
