The arguments for this bill are purely religious in nature. There is no scientific, medical, ethical, or standing legal justification for this bill. The effect of this bill would conceivably make it possible to charge a woman with child abuse for drinking a glass of wine several weeks before she could know she was pregnant. Supporters of this bill will cite faith, God, and their beliefs. To those supporters, I say practice your religion in your own way, but do not force the country as a whole to practice in the same way to the detriment of society as a whole.
