I disagree. Employees should be judged on merit not service record.
I tried for 20 years to get employed by our postal system when it was still totally controlled by our government. I took the 4 or 5 hours test that they give you about 9 times.
I scored between 94 and 98 out of 100 on all tests. Veterans and Civil services employees are given an additional 10 points automatically and I think this is discrimination. Someone gets a lower score on intelligence testing of 93 and that automatically beats my scores because they get 10 extra points which is 103. That beats my 98% scores and they get the job.
