I agree with those that wonder why this is a federal matter. But, if the Countable summary is accurate under the plan workers can convert overtime to days off or take the money. It's their choice within the confines of their obligations to the employer. If the employer is stingy with time off, just take the money. The federal government has had a comp-time plan for years (except you can't take the money) and it works fine. This plan is even better. It's a no-brainer yes. And for those who don't like the requirement that the day(s) off one wants can't run afoul of the employer's needs, isn't that how it is for your regular 40 hours? We all get vacation time at the employer's discretion.
