The concept behind this amendment is not inherently bad, however I have a couple of concerns. During times of emergency, will funds be tied up until both houses are able to propose, debate, and vote on a plan of action? This would leave many helpless people without needed aid. Also the amendment frees Congress of the bounds only if the U.S. is in a state of declared war and we haven't declared war since 1941, but we have certainly been involved in wars since then. This would block necessary funding for the military and put our brave men and women at risk.
