If "military construction funds" are appropriately approved and authorized, it seems a grave mistake to take them and use them for something else. If we are padding the military budget unnecessarily, that is another issue. Emergencies ought to have their own source of funding, as in keeping the government moving in the direction of less debt and more set aside. I think it is a bad idea to give tax dollars back to tax payers rather than plugging them in to future emergency funding or building infrastructure. If the rates are fairly determined, taxes ought not be a hardship on those whose incomes are low to moderate, and for those with large incomes or large unearned income, higher taxes are not a burden that puts them in any jeopardy. Thus, with fair taxes, the government ought to be able to use the tax dollars now and for emergencies.
