The president and the military should never be given unrestricted and undefined power to go to war anywhere, anytime. It's bad enough that the government uses the broad term "terrorism" to do whatever it wants without seeking specific approval in a variety of areas. Congressional approval -- that is, the general will of the People -- is a requirement for war. If the People don't want it, but it's necessary, then the government can make it's case. That's the way it was meant to be by the framers of the Constitution, and for good reason.
