This is better handled by the free market. Retailers don’t want a bunch of angry customers (even potential ones). They will figure out a way to get their products into the hands of customers. We see it starting now with the “I am not a robot” section when we make purchases online. Originally we just typed a word that was displayed as a picture, now we have to click until all the street signs are gone. When the BOTs figure a way around that, retailers will get stronger defenses. This is the eternal struggle. That struggle makes us stronger. If we regulate it, then we will need a new department to enforce these regulations. That department will then grow and consume more and more resources. And the result will be there will be everything is more expensive and eventually the “deal” price will be more than the “inflated” price we pay now.
