First, this is a great concept. Second, like getting Congress to pass any bill that acts against their own status quo is highly unlikely to be enacted- regardless of how "right" it is or how much wrong it is correcting- this not likely to get any traction at all. Finally, if it did get passed, chances are very slim that it would matter. The educated morons we have hired to run the country on our behalf usually already have some kind of idea what the Bill being voted upon says in general terms, and have focused more on whether they can get an unrelated rider slipped in. Want to get a Bill passed that will actually do something? Pass a law that makes it illegal to attach any rider to any bill that is not directly relevant to the originally untended text of the proposed bill, and for every Bill submitted to have a clearly identified, singular purpose with penalties for violations of said law.
