If it is a deliberate attack on a group of people that is driven by hatred of that group, it should be classified as such and subject to greater penalties. For me, it doesn't matter if it is a white man attacking police because he hates cops, a skinhead killing a black person or a black police officer shooting a white person because he hates white people. Like everything else, you have to be able to prove that their motive is "hatred for that group". Police can be categorized as a group that has been targeted in the past, and will also unfortunately be targeted in the future, so it makes sense to protect them formally. This does NOT protect them in the sense that they can act with impunity against minorities. If there is proof that they acted improperly or criminally in discharging their duties they still must be held accountable.
