Wait wait wait. This bull, I mean bill, and its sponsor are saying that throttling and blocking shouldn’t be allowed, but say that paid prioritization should be attempted. They’re the same damn thing. Not only that, but this could potentially allow ISPs to charge consumers for ANY prioritization, i.e. consumers must pay to even visit some sites or be blocked from them. Either the sponsor has NO IDEA what the hell she’s doing, what she’s saying, is really stupid, or this is another cloaked attempt to lie to the American people because we ARE actually that stupid.
