I spent an engineering career that included submitting environmental permits for public works projects. I don't believe this bill will speed up the process, at it seems to make the DOR a gatekeeper and doesn't eliminate the other permits. An alternative idea is to reduce paperwork by creating a comprehensive form for environment permits sent to all appropriate agencies. People would be astounded by the tens of thousands of dollars spent on a small project, say a bike path, to complete endless forms and exhibits catered to numerous agencies. Streamlining the submittal process would in no way reduce oversight, but would save tons of green backs while preserving green spaces.
