Do the Feds Need to Stop Requiring Companies to Give “Donations” to Outside Groups When Settling Lawsuits?

I don't like the part where elected officials get to decide where the money goes. They are too corrupt and will try to game the system or line their cronies' pockets. I'd prefer the money goes dollar for dollar back to the victims or back to the treasury.
