It is essential that we protect chemical facilities from terrorist attacks.
The question before us is whether or not to reauthorize this bill or let it lapse so that there can be more time to consider changes at some unspecified time in the future.
The nays think that 2 years is a long time and want to make changes sooner.
In Government, anything that can be accomplished in 2 years has been on a fast track start to finish.
If the nays are successful in Congress, our chemical factories will cease to be protected starting the day the bill lapses. Staff will lose their jobs for lack of funding. Supplies for the technology will run out and not be replaced.
It is ludicrous to do anything other than reauthorize for 2 years. This must be done for our real national security.
