This is moot. Raising minimum wages only increases prices to consumers and businesses. It makes it more difficult for teens and young adults to obtain entry level jobs to gain experience. It would be preferable to have step increases for low skill/ minimum wage jobs. For example, every ~3 years a person is retained in a min wage job/position, we incentivize (not force) businesses to give the employee a raise. This could come in the form of tax credits, etc. Step increases could provide a financial boost for employees with mastery/proficiency of their job, while easing the financial burden on the employer.
