As of today, we have no Fed infrastructure money to put into the bank and any state wanting a bit of the Feds money needs to squeeze their tax payers in matching funds. The only states I can see this happen is Cali, Colorado, Oregon, Virginia and the New England states (also called Blue States). The Federal money pot is never empty when it can reach into the taxpayers pocket.
