Providing there are reasonable exceptions, such as someone who needs immediate medical attention or is actively fleeing from drug cartels. If there is no immediate threat to your life, then presenting yourself at a port of entry shouldn’t be a problem. If you are fleeing for your life, then get to safety and then go to a legitimate port. If you need a hospital because you might die, get there first, save your life, then report. Just crossing the boarder, getting caught, then saying “reasonable threats” shouldn’t be acceptable.
