Uh no! Everybody knows what "limit" means and it's the law. So... politicians say "limit" because it sounds good to people who really only occasionally pay attention (who are probably busy busting their humps working), but then "limit" becomes more of a suggestion, because politicians don't really want to live by any laws that might rile loud mouths with a mainstream media microphone in front of their faces (who probably aren't busting their humps working). This would all end if it were possible for rank and file citizens to sue politicians for disobeying laws they themselves pass. We know criminal charges will never ever happen, but why not civil? I'm no lawyer, but I think I've identified the root of the problem; maybe there is a better solution. Ideas?
