No actually this would increase premiums beyond the reach of policy holders. The fund is like 24 billion into the red as it is now. Also, in a city like Houston, TX which has an elevation of 43 feet above sea level and 80% didn't purchase flood insurance. Yet 28% are in the high flood areas. Oh, and if that's not enough they have zero zoning laws. Our nation has to decide if we are going to continue funding/underwriting state and local recalcitrance or just shut up and pay the bill. Yes it's always the same areas that flood - that's because the federal government encourages folks to build and rebuild right smack in the flood plain. Our national needs to look way beyond flood insurance. It's just one "small" piece of the puzzle.
