This is a no-brainer. Why is it not already the case, is the real question here. In every corporation I worked for in 50plus years in the workforce, no corporation paid for,or reimbursed, travel that did not comply with the travel policies and rules. In an emergency, exceptions would be made, if good cause was shown. Congress should be no different, or should be more strict, since it is tax dollars we are talking about. They are intended for the good of the nation, not the convenience and/or comfort of congresspersons.
