I'm old enough to remember the 70's when pollution was pervasive and a problem we worried we could never get a handle on. The EPA is the single biggest reason that changed. This bill is a thinly disguised effort by big business lobbies to return us to the "bad old days" when companies did whatever they thought would result in the most profit for them. The bizarre way this bill is worded is disingenuous. Of course, funding should be based on scientific data, but the qualifiers of "publicly available" are not defined and seem like an easy way to prevent regulation and funding from occurring.
