This bill would prohibit references to “gender” or “sex” in existing civil rights laws from being interpreted as referring to “gender identity” by federal agencies unless Congress amends the law. It would also require “man” or “woman” to be interpreted exclusively as a person’s sex in terms of federal civil rights laws or regulations and guidances put forward by federal agencies.

Under this bill, no federal civil rights law could be interpreted in a way that treats “gender identity” or “transgender status” as a protected class unless the law is broadened by legislative action to include those as protected classes.
