Congress, under Article 1 Section 8 of the U.S. Constitution, does not have any authority to provide money for hospitals and clinics. Though it doesn’t cut funding to hospitals and clinics overall, cutting funding towards building and renovating abortion clinics is the first step to doing so. In addition, Planned Parenthood has largely reduced providing services other than abortions, and they are the abortion providers, reporting a record high number of abortions in 2019 though the national rate has declined. Passing this bill, by reducing the amount of funds given to abortion clinics, would allow more funds to projects that can be used for a broader range of people, rather than just the women that abortion clinics serve.
