I believe the government has limited ability to take actions preemptively in the name of national security. But I also believe that if the government decides it is necessary to deprive a U.S. Citizen of her natural and civil rights the government should inform that citizen prior to instituting the action. Additionally, that citizen should be given opportunity for redress prior to implementation of the denial of rights and the government should bear the cost of the hearing for redress since the government believes the action is beneficial to its self-interests. Placing this kind of burden on the government will serve as a check on abuse of power.
