There is a lot of waste in government departments and the EPA is no exception. The Clean Power Plan brought regulations that had a lot of negative consequences. An EPA budget cut sounds reasonable, and we need many more spending cuts across the board.
Government spending is out of control, especially in regards to military spending. The so called fiscally responsible conservatives have no intentions on cutting real spending, so it's bipartisan business as usual in that respect.
Nevertheless, we can't give all this authority to government to mandate every part of our lives. The government needs to act within the confines of the constitution and leave scientific research to the free market. All 50 states already have their own version of the EPA as authorized under the 10th amendment. That said, I still think the government should play a role in taxing emissions but this would account for a fraction of the current budget. I think people need to be given more credit when it comes to caring about their private property and local environment, not distant and wasteful politicians.
