This bill would seek to reduce wait times at airport security checkpoints by freeing up more Transportation Security Administration (TSA) resources to assist in screenings, and requiring a review of the TSA’s system for staffing airports around the country.

TSA would have the flexibility to use all available security personnel to assist in screening passengers. Other TSA workers could assist customers that are waiting in line by restocking bins and providing instructions to passengers to make the process flow more efficiently. Canine units would also play an expanded role in the passenger screening process, as this bill would transfer teams to airports and specific checkpoints that serve a greater volume of travelers.

Airports, government regulators, and private sector stakeholders like airlines would participate in a staffing advisory committee that helps coordinate efforts to make security screenings more efficient. The TSA would be required to study its system for allocating security personnel and share its model with air carriers and airports. It would also have to enter into a service agreement that specifies minimum staffing numbers with air carriers and airports.
