Should the DHS Secretary Waive Environmental Reviews & Permits for CBP Agents to Destroy Illegal Border Tunnels?

Tunnels? As in underground tunnels? Like tunnels that would go UNDER a wall? Who knew anyone would do that! I wonder if anyone has ever thought about using ladders to go OVER walls....oops! Darn it!
