As a software developer I believe regarding electronic communications the same as paper communications is an invalid comparison. A better comparison might be comparing electronic communications to redacted communications. And that's not necessarily accurate but expresses the idea. As a software developer i know that in enterprise software solutions all electronic communications are secured against all access except those users who should have access. In data warehouse solutions and data mining solutions searching the content of electronic data doesn't mean all the content is available nor that the source of the content is revealed. Comparing paper to electronic is comparing apples to oranges. More important is whether the government is actually violating privacy if the source and content of the document is not available not where it's collected. It's better to have the government collect the data but, like any IT organization, limit access to its content to those authorized. That would allow research through warrant with consolidated data which is more efficient.
