Quite simply, no - the government does not get to dictate the scheduling needs of private employers. People taking jobs in retail, food service, etc do so with the understanding that those schedules can and do tend to fluctuate. If they aren't willing to be necessarily flexible, then a more regular employment arrangement would be more beneficial for all involved. That being said, I completely sympathize with employees in these situations as well. Though, the solution is a matter of implementing good HR policies. The solution IS NOT ANOTHER LAW.
