One In, Two Out: Should Federal Agencies Repeal Two Existing Regulations For Each New One?

This bill is too vague & should not pass, it's ridiculous to think you have to sit there & decide which rules to undo,as if it won't have any effect, just willie nillie ditch rules, not knowing the outcome of such decisions !!
