IMO, this is an appropriate role for government to play, since corporations seem to have a hard time regulating the insatiable need for profits. I don't see a need to further monetize the internet either. Much of the information available online already comes from sites that depend on page views and clickthroughs, which influences the quality of information. Site tags are also designed to draw people in and thus increase revenues for hosts. I think creating tiers, which are supported by corporate subscriptions, have the potential to adversely effect the experience of everyday users.
