Absolutely! It's not their fault the GOP is punishing them and doing it with the complicit help of 45. This is all on the GOP and 45. No employee should suffer. MOC on the other hand should not get a penny as long as the shutdown continues. They are not doing their job. I don't get paid if I don't do my job. Why should they be any different?
