As a permanent member of the UN Security Council, the United States has an obligation to try to help craft international consensus about major global security crises. The ongoing crisis in Syria is devastating on so many levels that the UN needs to hold Russia and Syria accountable for violations of past agreements. Some have suggested that this somehow represents an attempt by the United States to play "World Cop" or to do the job of the United Nations for it, but that is the exact opposite of what this is about. This resolution is a message to the Council that the United States wants to work in partnership with the global community, not against or instead of it. We need to convince the other nations on the Council to put pressure on Russia to do what it said it would do, and make the Assad regime get rid of its chemical weapons, and to condemn use of such weapons in the strongest possible terms. The world must speak with a united voice against Putin's support for the Syrian Regime, which has repeatedly committed atrocities against its people.
