This resolution would express support for the goals and ideals of Black History Month, which is observed each February, in addition to honoring the heroism and valor of the 88 African-American Medal of Honor recipients and the critical role played by African-Americans serving in the military today.

It notes the first African-American Medal of Honor recipient, Sergeant William Carney, earned the nation’s highest military honor in 1863 while serving with the 54th Massachusetts Colored Infantry at Fort Wagner when he risked his life to save the American flag from capture despite being wounded several times by Confederate fire. It also notes the U.S. Army’s recognition of systematic racial discrimination in the criteria for awarding medals during World War II, and the seven World War II veterans who were awarded the Medal of Honor after a review process.

As a simple resolution, this legislation is non-binding and wouldn’t advance beyond the House if passed.
