Does the President Need to be Blocked From Launching a Nuclear First Strike Unless Congress Declares War?

I support this bill for the next four years with a option to renew it for an additional four years. After that time, the president should regain the right to use this literal nuclear option if it is the only remaining option for self defense of the American population.
