At ANY "other" time I would say, "yes", it should be required by law for any employee of any of the three branches of government to provide their tax returns. At this particular time, no, it should NOT be required by law. The reason is intent. It's blatantly obvious that the intent of any current change in the law is nothing more than a thinly veiled attempt to go after President Trump. A thorough 2-yr investigation into Russian collision cleared him, and the Democrats wouldn't accept the results so they disregard them, slander those invoked in the investigation and "invent" a new charge; obstruction. Once clear that obstruction is not going to hold, it's on to his tax returns! They will stop at nothing to remove him from office, due to the threat he poses to them in the form of exposing their prior illegal activities, which include Treason.
