Should Children Born Abroad to U.S. Military & Civil Service Personnel or Adopted Receive U.S. Citizenship?

WHAT??? They are born to Americans. They are Americans. This is a ridiculous question from the start. If they want to have a dual citizenship when they get older & the country where they were born allows, they can do that then.
