Should Ethics Waivers Granted to Executive Officials be Made Public?

Who in the hell gets to waive ethics and why in the hell are we allowing it? Permission to break the law? Be as dirty as u want to be? There should NEVER be ethics waivers and most certainly we should be told when there are.
