Should Congress Have to Approve Military Action Against North Korea?

Declaration of war constitutionally falls to Congress. Congress needs to do it’s job and not delegate this. To allow one person whose decision-making is impulsive and emotionally based that authority is irresponsible and a dereliction of office.
