I say NAY! it is not the job of Congress to micromanage every agency in the federal government. Actually it is not their job to micromanage any agency. It the agencies are in need of this kind of management then their upper management should be fired and some folks that have experience managing put in their place. And as the appointed heads of most agencies reflect, Presidential appointees with rubber stamp approval by the Senate isn't working so well either. This last almost 3 years have been a disaster.
