The Emoluments clause of The Constitution is very clear. If a President violates it, then Congress should impeach. There does not need to be a law requiring Presidents to put all assets in a blind trust, Congress needs to actually hold presidents accountable for violating The Constitution. The thought process behind this bill in Congress must be like: "A president cannot possibly understand how not violate Emoluments. Let's create a bill that hand hold them, because we are too scared impeach a president."
