3 terms should be the max. First term, they are learning their way around and pecking order. 2nd & 3rd term, should be the most effective, after that, I think they become complacent and the eye is in their prize, not the job. First, make it so they must have the same benefits we get, that will scare most away if they don’t get cradle to grave benefits. Then add to the job requirements that if a budget is not put in place every year, they all go.
