This resolution would censure and condemn President Barack Obama for willfully disregarding the legislative powers of Congress under the Constitution with his executive actions on gun control.

It argues that those executive actions undermine the right of American citizens to bear arms under the Second Amendment of the Constitution, and infringes on Congress’ legislative powers by failing to allow Congress to debate or approve the actions.

Censure by Congress against members of the House or Senate is stronger than a rebuke but are less significant than an expulsion. Lawmakers are required to give up their role as committee chair if they occupy such a role. The House and Senate are generally each responsible for censuring their own members, but both chambers can censure other government officials including the President and members of the Cabinet.
