This is merely a last ditch attempt to achieve the short sighted goal of the GOP making good on their promise to repeal Obamacare. At this point it seems they don’t care what it actually does just as long as it gets passed into law. While the GOP complained when the ACA was “rammed through” Congress with numerous hearings on it lasting about a month, this was written without deliberation, any attempts to even appear bipartisan, or go through normal law making procedures. They found that while their party was united on opposition to the ACA, they never really thought through what they would do when they actually would have power to change it. No one likes this; not doctors, not patients, not health insurance companies, not special interest groups, and not state governments. Just Republicans, and many may not even truly feel that this will benefit the nation. They just want a, “Yay! We did it!” moment and then kick the resulting massive problems down the road as usual.
