Broadly speaking, the VA is an embarrassment. This is partly to do with the insurance we provide our Veterans with as well as the people we employ at these facilities. Any bill that aims to improve the conditions of VA facilities should be taken seriously. There is a major problem when we're more concerned about keeping misconduct "under wraps" and dismissing whistleblowers than we are about the actual acts of misconduct and the employees that commit them. That being said, I don't like the word "underperforming" as there are a variety of things that could fall under that term and not necessarily be a fireable offense. Fire and prosecute abusive employees, strip them of their pension, and protect the whistleblowers that bring their transgressions to light.
