Representative Tulsi proposal seems reasonable, comprehensive and promising.
(The name “The Hemp For Victory Act of 2019” is hideous. What are we living in a World War II Movie in the late 1950’s? Who comes up with these cringe worthy names?)
The proposal should be taken to the next level and a CBO Cost Estimate obtained.
First, given all the progress that has been made an important focus should be reversing the laws passed in 1937 and 1970 regulating and classifying hemp as a Schedule 1 drug due at least in part to limited scientific understanding.
As for the actual industrial uses of Hemp, it seems that many are already well understood. Industrial hemp already has many established uses, including paper, textiles, biodegradable plastics, construction, and fuel.
It is certainly possible that other uses can be discovered with more research and experimentation.
Another primary focus would be the development of good cultivation protocols and proper regulation of hemp cultivation.
